About Tracie

Tracie Onstad Bills has been in the Environmental and Resource Material Management Field for over 29 years, working for a hauler, municipality and the past 20 years with consulting firms. Tracie currently works at HDR Engineering and is the Executive Director of the California Resource Recycling Association (CRRA). Her expertise spans across many services including, commercial recycling technical assistance, organics programs, environmental purchasing, large venue and event zero waste programs, research and sustainability planning, climate inventory compilation, research and feasibility studies to help clients with comprehensive waste prevention and zero waste programs. Tracie was on the CRRA Board of Directors (2006-2015), an Advisor on the CRRA Board (2015-2018), and has been the CRRA Executive Director since 2018. She is also a member of the National Recycling Coalition (NRC), Northern California Recycling Association (NCRA), Zero Waste San Diego, and the Solid Waste Association of North America (SWANA). Ms. Bills graduated with a B.A. in Environmental Science from San Jose State University.
